The SME Marketing Fund (EMF) encourages exports and expands Hong Kong's overseas markets

SME Marketing Fund (EMF)

  1. There is no limit to the number of times you can apply for the Small and Medium Enterprise Marketing Fund (EMF). The amount of funding each time is 50% of the project cost, up to a maximum of 100,000 yuan.
  2. Each enterprise can receive up to NT$1 million from the government subsidy scheme
  3. Pre-approved, no need to wait for government procedures to proceed
  4. Funding scope
    • Exhibitions held outside Hong Kong and targeting markets outside Hong Kong
    • Exhibitions held in Hong Kong targeting markets outside Hong Kong (or the local market)
    • Online trade fairs/business missions
    • Hong Kong Overseas Business and Trade Delegation
    • Advertising in trade publications mainly targeting markets outside Hong Kong, and promotion activities through electronic platforms (such as advertising, establishing or optimizing online stores, etc.
    • Build or optimize website and/or mobile application

EMF SME funding focus

Each enterprise can receive up to NT$1 million in subsidies

The scope of funding includes websites, online stores, online advertising, (physical or online) exhibitions, etc., and mobile applications that can also be used to promote business

Up to 75% pre-approval, no need to wait for government review results before proceeding

Provide subsidies to small and medium-sized enterprises to encourage them to participate in export promotion activities and thereby assist them in expanding into markets outside Hong Kong.

Petition form
  • Unlisted enterprises registered in Hong Kong in accordance with the Business Registration Ordinance (Chapter 310)
  • Have substantial business operations in Hong Kong when applying for the fund
  • Not the organizer/co-organizer/service provider of the promotional activity involved in the application and the services related to the activity or a company related to the organizer/co-organizer/service provider
Documents required for application
  • Completed application form
  • A copy of the valid business registration certificate of the applicant enterprise
  • (i) Applicable to unlimited companies: The certified copy or electronic extract copy of the application company information in the Business Register (i.e. Form 1(a) or Form 1(c) of the Business Registration Office) must be issued within the last two years;
  • (ii) Applicable to a limited company: A full copy of the applicant’s most recent Companies Registry Annual Return (Form NAR1) or Incorporation Form (Limited by Shares) (Form NNC1)
  • A copy of the valid Hong Kong identity card or passport of the person signing the application form on behalf of the applicant enterprise
  • Applicable to enterprises applying for initial funding for the first time: Two copies of the signed funding agreement

 Application Process

Before submitting your application

1. Document verification (1 week)

2. Check the quotation (2 weeks)

3. Prepare plan (3 weeks)

After submitting the application

4. Reply to questions from the Innovation and Technology Commission (14 weeks)

5. Appointment and signing (4 weeks)

Produce IT projects and pay service providers

Approximately 8 weeks

After project Completion

6. Verification of project documents (1 week)

7. Payment audit and audit (1 week)

8. Assist with final report (1 week)

**75% of the subsidy will be disbursed within 14 weeks

Government-funded audit services

The government has launched a number of financial programs to support and help Hong Kong entrepreneurs improve their technological capabilities, value-added capabilities of local economic activities, productivity and competitiveness, and to inject more new ideas into their operations. Government law requires an independent auditor holding a Hong Kong Certified Public Accountant license to prepare an audited statement of income and expenditure for the entire project, detailing all relevant project expenditures where allowed funds exceed $50,000. Technology vouchers are also available to cover fees. We can set up an accountant to complete the audit reports required to obtain funding, and we can help businesses meet the regulatory and auditing standards set forth by the TVP funding plan. The enterprise must complete/optimize the corporate website/mobile application owned by the applicant enterprise on the completion date of participating exhibitions or business missions , the publication date of trade publications in which advertisements are published , the completion date of promotional activities conducted on electronic platforms/media , or the establishment/optimization of corporate websites/mobile applications owned by the applicant enterprise. Submit the application within 60 calendar days after the completion date of the relevant project .

Initial funding and final funding

The enterprise must be on the start date of participating exhibitions or trade missions , the publication date of trade publications in which advertisements are published , the start date of promotional activities conducted on electronic platforms/media , or the establishment/optimization of company websites/mobile applications owned by the applicant enterprise. Submit the application 45 to 120 calendar days relevant project launch date.
